LAU - I've looked for an answer, reading the other question about the same topic but I couldn't find it. Some weeks ago I was teaching at Sunday School class about the gifts. After reading

Moroni 10:8
And again, I exhort you, my brethren, that ye deny not the gifts of God, for they are many; and they come from the same God. And there are different ways that these gifts are administered; but it is the same God who worketh all in all; and they are given by the manifestations of the Spirit of God unto men, to profit them.

One of my students asked:
"...If God who worketh all in all..." Why bad people also has gifts to injure, to do bad things and so on...?

JOEL - I wouldn't call those "gifts of God" as the scripture specifies; they are evil gifts.

Verse 30 in that chapter says:
"And again I would exhort you that ye would come unto Christ, and lay hold upon every good gift, and touch not the evil gift, nor the unclean thing." Every good gift comes from God; every evil gift comes from Satan.

The scriptures after verse 8 describe the gifts he is talking about (verses 9-18), all of which are for the benefit of His children, and that they come by the spirit of Christ (verse 17). No evil gifts are found in that list. Notice that verse 8 scripture also says "they are given by the manifestations of the Spirit of God unto men". People who use their agency to do evil things with their evil gifts, will not be having the spirit of God being manifest in them, and God is not working through them.
"All in all" in verse 8 is only referring to all those who have the spirit of God in them.
