JOEL - There is no answer to your question, because the prophet only receives revelation on how to run the Church; not the country. The scenario you have set up would never happen. If Romney were to become president he could pray and receive revelation from God himself on how to run the country. Many other American presidents have done that in the past and I am certain on many occasions that God has heard and answered their prayers.
